Building a Safer Workplace Together! Taipei Water Department and Labor Inspection Office Form Safety Partnership
To strengthen occupational safety in public works and foster a healthy, worker-friendly environment, the Taipei Water Department and the Taipei City Labor Inspection Office officially signed a declaration today (April 24), forming a strategic Safety Partnership. The declaration was signed by Taipei Water Department Commissioner Fan Huan-ying and Labor Inspection Office Director Ho Hung-cheng, marking a new chapter in joint workplace safety governance. The signing ceremony was witnessed by Chief Secretary Lee Wen-jinn of the Occupational Safety and Health Administration, Ministry of Labor, and Commissioner Wang Chiu-tung of the Taipei City Department of Labor, reflecting the Taipei City Government’s steadfast commitment to inter-agency collaboration in occupational safety and injury prevention. The Taipei Water Department noted that this partnership symbolizes the institutionalization and collaborative advancement of occupational safety and health (OSH) practices between the two agencies. Under the framework outlined in the jointly signed Safety Partnership Program, both parties will work closely to promote initiatives such as joint inspections, risk assessments, educational training, internal audits, and accident prevention measures. By formalizing this cooperation, the partnership aims to enhance workplace safety management effectiveness, ensuring that every employee can “go to work with peace of mind and return home safely.” Workplace safety is a core responsibility of the government. In recent years, the Taipei City Government has actively advanced cross-agency collaboration to improve OSH standards in public infrastructure projects. This newly formed partnership between the Taipei Water Department and the Labor Inspection Office not only reflects the shared commitment to fostering a robust safety culture, but also affirms their promise to implement proactive risk management at the source, promoting the principle that prevention is better than cure. The goal of zero accidents is not just a slogan—it’s a daily practice. Labor Inspection Office Director Ho emphasized that the office has already formed similar partnerships with various city departments. The collaboration with the Taipei Water Department highlights the City Government’s high regard for occupational safety. Moving forward, the office will continue to provide technical support and hands-on guidance to help develop and refine a comprehensive safety management system. The Taipei Water Department added that, as the agency responsible for ensuring a stable water supply to ensure the quality of life for citizens across the Greater Taipei area, the safety of its employees is the foundation of its service quality. The guidance and support from the Labor Inspection Office will allow the Taipei Water Department to further raise its internal standards, strengthen its OSH system, and create a work environment that is not only safe but also trustworthy. Looking ahead, both parties will promote deeper integration of OSH education and training, enhancing employees’ safety awareness and response capabilities. By addressing risks at the source, the partnership embodies the commitment to “prevention over remediation.” The Taipei Water Department stressed that “there are no shortcuts to safety, and prevention must be implemented in action.” Through close collaboration with the Labor Inspection Office, the Department aims to embed a culture of occupational safety and health into every employee’s daily behavior, establishing a systematic and sustainable safety management mechanism. Together, the two agencies are taking firm steps toward the shared vision of a zero-accident workplace.
