2. Midstream: Delivering safe and reliable Taipei good water from source to household

The Taipei Water Department is responsible for water intake, treatment, transmission, and distribution—the core midstream link from source to tap. Its achievements center on strengthened water safety and resilience.

The commissioning of the Feitsui Raw Water Supply Tunnel resolved the long-standing challenge posed by high turbidity in the Nanshi River, which formerly threatened treatment operations. Together with multi-barrier treatment processes and an AI-assisted chemical dosing system, the Department upholds the strictest water quality control, achieving a 100% compliance rate with no detections of emerging contaminants, ensuring safe drinking water for residents.

In the water supply system, major transmission pipelines now operate with dual-line redundancy, and key facilities have undergone seismic reinforcement. Treatment plant reserve capacity has increased significantly. Long-term pipeline network upgrades have improved water efficiency, strengthening the city’s readiness for droughts. The water savings generated also support neighboring New Taipei, Taoyuan, and the Hsinchu Science Park, contributing to industrial stability across northern Taiwan.

Since the commissioning of the Feitsui Raw Water Supply Tunnel, the system has demonstrated its effectiveness during several typhoons, maintaining continuous water supply without disruption. To further strengthen disaster resilience, the Department has completed seismic reinforcement for four major water pipeline bridges, elevating their earthquake resistance capability to Intensity 6. In addition, the Department is advancing the “1st Clean Water Mains” to establish a dual pipeline support mechanism, effectively reducing water supply risks across Greater Taipei and significantly enhancing overall system stability and safety.

With Mayor Chiang’s approval of enhanced extension-pipeline subsidies and a 50% reduction in connection fees, improvement projects in high-elevation communities have accelerated significantly. Between 2023 and 2025, a total of 457 households in Shilin, Beitou, Neihu, and Wenshan districts have benefited from improved water supply. From 2023 to 2027, the Department will invest more than NT$700 million to improve water service for 1,384 households—representing more than 70% of the total improvements achieved over the past 20 years. This marks one of the most significant and fast-progressing initiatives in recent years. Through the combined implementation of infrastructure projects and subsidy policies, the financial burden on residents has been significantly reduced, increasing their willingness to connect to the system and steadily expanding access to tap water across every corner of the city.

　　The Changxing Plant’s purification facilities were originally open-air. Due to its proximity to the National Freeway No. 2 Link Road, the area was susceptible to dust accumulation. To enhance water quality stability and promote green sustainability, the Department initiated a roofing project to cover the purification pools with a single-slope roof structure surrounded by enclosing walls. The roof’s integrated drainage system prevents dust intrusion and ensures consistent water quality. After completion of the roofing project, the Department publicly tendered the rooftop space for leasing to private companies to install rooftop solar photovoltaic systems. The awarded contractor is responsible for the installation and maintenance of the system. The solar panels remain completely separate from the purification facilities. The roof’s gutter system collects rainwater and directs it to the site’s stormwater drainage system. During maintenance, the contractor uses only clean water with no chemical detergents for panel cleaning, and all rinse water is likewise discharged through the roof drainage system without entering the treatment pools.

　　The Taipei Water Department emphasized that the water pipeline network is a vital foundation of citizens’ daily lives and a core element of the city’s governance. Over the years, the Department has systematically replaced aging pipelines with advanced ductile iron pipe (DIP) and stainless-steel pipe (SSP) materials. Since 2006, more than 2,800 kilometers of pipelines have been replaced, while the number of annual leak repairs has dropped from 11,283 to 2,156—a reduction of 81%—significantly minimizing road excavation and public inconvenience.

　　With the support of Taipei Mayor Chiang Wan-an, the Taipei Water Department has launched a 10-year “Water Supply Network Improvement and Management Advancement Plan” with an investment of NT$15 billion. The initiative continues the replacement of aging pipelines while incorporating AI-driven smart management, environmental sustainability, and climate adaptation concepts. The goal is to complete 1,300 kilometers of pipeline replacement by 2034 and reduce water leakage to 7%. The saved water will also help support neighboring regions such as New Taipei, Taoyuan, and Hsinchu Science Park through cross-regional cooperation, maximizing the efficiency of water resource utilization.

　　Mayor Chiang recently inspected the pipeline improvement project on Songzhi Road and highly commended the Department’s efforts in reducing leakage. He noted that the Taipei Water Department aims to lower the city’s leakage rate to below 10% by the end of 2025, saving approximately 580,000 tons of water per day, equivalent to the annual storage capacity of Shimen Reservoir. and significantly improving water-use efficiency.

　　The Taipei Water Department stated that with the comprehensive upgrading of its pipeline network, Taipei’s water supply system has become more resilient, reducing the impact of droughts on citizens’ water use. The Taipei Water Department noted that this year marks the sixth edition of the ChillOut Festival and the second year of expanded public-private collaboration. The event has become a signature music celebration for Gongguan and southern Taipei. 　　The Taipei Water Department explained that the Qingtan Weir Gate Renewal Project targeted the gates of the Qingtan Weir, which was originally completed in 1975. The project improved operational reliability and flood safety by upgrading gate facilities. Given the site’s location along the Xindian River and the elevated works near water, safety risks were high. To mitigate them, the project established upstream and downstream real-time communication channels to share hydrological data and ensure both construction and downstream safety. Additional improvements included the installation of energy-saving LED lighting and maintenance facilities to enhance worker safety. Completed on April 10, 2025, the project significantly enhanced the safety and water-tightness of the weir gates, thereby ensuring stable water supply and improving water resource efficiency.

　　The Qingtan Raw Water Supply Pipeline Relocation Turnkey Project addressed long-standing land survey discrepancies. Some pipeline segments, dating back to 1996, overlapped with private land due to cadastral survey errors. The relocation safeguarded both public and private interests while extending the service life of the raw water pipeline. Despite challenges such as limited construction space and ensuring watertight connections between new and old pipes, the project team worked closely with borough chiefs and local stakeholders to meet community needs. The project also partnered with National Taipei University of Technology to develop Taiwan’s first carbon accounting model for open-cut construction of large-diameter water pipelines, reducing emissions through onsite reuse of old pipeline materials. The project was completed on July 15, 2024, 55 days ahead of schedule, delivering environmental, public, and private benefits.

　　 The Taipei Water Department explained that the two award-winning projects have significantly enhanced the safety and stability of the overall water supply system in the Greater Taipei area. During construction, the projects minimized external impacts, established cross-sector communication channels for high-risk operations, and incorporated academic expertise in carbon accounting for sustainable construction. The Department also arranged peer observation and learning opportunities, ensuring the continuous transmission of professional knowledge in water engineering. Looking ahead, the Department will continue to advance both infrastructure and talent development to provide even higher-quality Taipei Good Water for all its users.

According to the Taipei Water Department, under the 2025 salary pay scale, the starting monthly salary is approximately NT$47,335 for newly hired Assistant Engineers (with a six-month probation period, after which qualified candidates will be formally appointed), while newly hired Technicians will earn around NT$33,045 per month (with a three-month probation period, after which qualified candidates will be formally appointed). According to the Taipei Water Department, the Water Country Park, located within Taipei Water Park, spans approximately 750 square meters and is open for around four months each year. It features a variety of interactive water play equipment, including children’s slides, fountain jets, and a high-altitude waterfall. As one of the few venues in the city that integrates education, leisure, and hands-on water experiences, it draws large numbers of families every weekend for cooling off and recreation.

Since its launch in 2004, the Water Country Park has become a cherished destination for creating fond summer memories. Upholding its core mission of providing “the cleanest water possible,” the facility replaces all water daily and conducts water quality testing every two hours to ensure a safe and hygienic play environment. Additionally, none of the water used in the play areas goes to waste. All water is fully recycled for use in nearby construction sites and park cleaning, embodying the spirit of ESG sustainability and environmental responsibility.

Admission to Taipei Water Park remains affordable and family-friendly. During the non-summer season, general admission is just NT$50, with concession tickets (for students and children) at NT$25. Over the past two years, the Taipei Water Department has expanded its e-billing and multi-channel payment services. In addition to its ongoing NT$10 discount per billing cycle for users who opt for both e-billing and e-payment, the Department launched SMS billing in March 2023, and consolidated billing for multiple accounts in November 2024. These efforts have steadily increased participation rates, with an average of over 49,000 new e-bill registrations per year during 2023–2024, compared to 33,000 during 2021–2022, representing an annual growth of more than 16,000 users, marking a 48% increase. Currently, the use of e-bills allows the Department to save approximately NT$14.87 million in postage costs and reduce paper usage by 4.2 million sheets annually.

The Department is also advancing mobile payment options, with adoption rates rising from 5.87% in 2020 to 15.81% as of April 2025. In collaboration with the Department of Information Technology of the Taipei City Government, the Taipei Water Department enhanced the Mobile Barcode Household Binding System, significantly reducing the need to mail physical payment receipts and invoice lottery winning notifications. To date, 200,000 households have enrolled in the system, generating annual savings of over NT$3.5 million and reducing paper usage by 1.2 million sheets.

The Taipei Water Department stated that it will continue to actively promote e-billing and paperless services, and in March 2025, it launched the “My Water Manager” one-stop service platform. Users can simply register an account via the homepage of the official website to easily apply for e-billing. My Water Manager also integrates commonly used services such as online payment, bill management, and offers value-added features including notifications for lottery-winning invoices and abnormal water usage alerts. Users are encouraged to take advantage of these convenient services. According to the Taipei Water Department, to encourage creativity among children, last year’s competition invited elementary school students in Taipei to express their ideas about water conservation through art. The initiative aims to instill an awareness of the importance of water sustainability and pass that message on to future generations through creative expression. Last year’s winners shared meaningful insights behind their artwork. Many reflected on how clean water flowing from our taps is not easily obtained—from the gathering of tiny droplets into rivers to the processes of purification and distribution, water is intimately tied to ecological preservation and infrastructure. Their artworks emphasized the value of cultivating water-saving habits, such as turning off the tap while washing hands, choosing showers over baths, and reusing rinse water for watering plants or flushing toilets. Through simple yet powerful everyday actions, we can all contribute to protecting this vital resource. Now in its second edition, this year’s Cypher Tournament embraced the theme “Rap for the Planet - Be Like Water,” encouraging students to explore environmental issues through the lens of music and creativity. Participation soared, with 80 teams from 63 schools signing up—more than doubling last year’s total of 46 teams from 35 schools, marking a record-breaking turnout and a clear sign of the event’s growing momentum. Despite the rain, the vibe was unstoppable. With raincoats on and spirits high, the audience moved with the music, sang along to the lyrics, and immersed themselves in the rhythm of hip-hop. Attendance is estimated to have surpassed 2,500 visitors, transforming Taipei Water Park into the beating heart of Gongguan!

The Taipei Water Department extended its gratitude to the Department for Youth and Office of Commerce for their strong support. Deputy Director Chiang Mei-ling of the Taipei City Office of Commerce joined the celebration in person, while the Department for Youth set up a vibrant interactive booth for young visitors. Adding to the excitement, the Comma Market, a youth creative brand marketplace, brought in 30 popular lifestyle vendors from 2 PM to 8 PM, featuring vintage fashion, handmade jewelry, woven crafts, custom portraits, and pour-over coffee. A dedicated food court kept the energy flowing, with over ten specialty food stalls offering treats like sweet potato balls, American-style burgers, and Hong Kong iced lemon tea. The top 10 finalists in the Cypher category, ranked by YouTube view counts, include teams from Tunghai University and Feng Chia University; Nanshan High School, China Medical University, and Yongchun High School; the United Education International School; National Chengchi University; National University of Kaohsiung; National Tsing Hua University; Ankang High School and the University of Taipei; Tamkang University and Chihlee University of Technology; Yuan Ze University and National Chengchi University; and Asia University. Each of the top 10 teams will receive a NT$15,000 Creative Incentive Award. The team from Tunghai & Feng Chia University, which earned the highest number of views, will also take home the Most Popular Award and a NT$30,000 bonus.

In addition, this year’s competition introduced a new individual category, with the top three most-viewed solo performers—3rdco from Shih Hsin University, J.I. from Fooyin University, and CoCoNuTs from Central Police University—earning their spots on the finals stage. 

According to the Taipei Water Department, the caliber and volume of submissions reached a new high this year. From lyrics and musical arrangement to video production, each entry showcased remarkable creativity and distinctive perspectives. Many works incorporated CG animation, AI-generated artwork, outdoor shoots, live stage footage, and polished subtitles, highlighting the participants’ impressive post-production skills.

Taipei Water Department Commissioner Fan Huan-ying noted that this year’s finals will feature the debut of the "Public Jury" initiative, a first for the competition. Fifty hip-hop enthusiasts from all walks of life, including rappers, content creators, and high school students, will serve as on-site jurors. With no age or background restrictions, they’ll cast their votes based on their immediate impressions to select the “Be like water” standout performance. The Cypher team that receives the highest number of votes will take home the “Best Performance Award” and a cash prize of NT$30,000.

The highly anticipated finals on April 26 will bring together the top 10 Cypher teams and the top 3 solo performers in a thrilling onstage showdown. Adding to the excitement, eight of Taiwan’s most popular hip-hop artists will also take the stage for back-to-back live performances. The online preliminaries for the Endless Flow! 2025 Cypher Tournament are now in full swing. With students showcasing their creativity and energy, the competition has even attracted attention from global audio brands. In addition to the original prize pool, the top three individual performers will each receive a set of AMIRON100 true wireless Bluetooth earphones (worth NT$8,000). According to the organizer, the Taipei Water Department, the newly introduced Public Jury initiative aims to invite more hip-hop lovers to be part of this cultural celebration. The Taipei Water Department explained that the online preliminaries rank entries based on YouTube view counts of original music videos. The top 10 teams in the group category will each receive a NT$15,000 Creative Incentive Award, and the first-place team will earn an additional NT$30,000 Best Popularity Award. 　　The Taipei Water Department clarified that global bodies like the World Health Organization (WHO) and national authorities are actively reviewing and establishing standards for PFCs in drinking water, considering health impacts and detection capabilities. WHO's provisional standards set the limit at 100 parts per trillion (ppt) for both PFOA and PFOS. Japan has set a provisional combined limit for PFOA and PFOS of less than 50 ppt, Australia's guidelines specify less than 70 ppt for PFOS and PFHxS combined, and less than 560 ppt for PFOA. Taiwan's Ministry of Environment has set provisional guidelines at less than 50 ppt for PFOA+PFOS and less than 70 ppt for PFOS + PFHxS. Taipei Water Department's monitoring consistently meets these standards.

　　The Taipei Water Department also pointed out that PFCs are commonly used in manufacturing everyday products such as non-stick cookware, clothing, and food packaging. While convenient, the manufacturing processes' wastewater and emissions can pollute water bodies, air and soil. Additionally, the use of firefighting foam can contribute to groundwater pollution. However, the water sources managed by the Taipei Water Department are well protected and remain unaffected by such industrial contamination.

It oversees 95 monitoring stations at water sources, purification plants and booster stations, ensuring continuous, rigorous monitoring of water quality around the clock. The Taipei Water Department further stated that in addition to complying with Taiwan’s Drinking Water Quality Standards, it also conducts extensive testing for emerging contaminants of global and public concern, including perfluoroalkyl and polyfluoroalkyl substances (PFAS), plasticizers, disinfection byproducts, heavy metals, Cryptosporidium, Giardia, and other endocrine-disrupting compounds. With over 140 test parameters, all results have consistently shown “non-detectable” levels or values far below the safety limits set by the World Health Organization (WHO) and leading countries such as the United States, Europe, Japan and Australia, reaffirming the exceptional quality of Taipei’s water supply.

The Taipei Water Department also emphasized that tap water stored in household water tanks or reservoirs remains safe under normal usage conditions, as it is typically consumed within two days. The presence of residual chlorine ensures continuous disinfection, maintaining water quality. Therefore, as long as water tanks and reservoirs are cleaned and maintained regularly every year, tap water remains safe for direct consumption. The Taipei Water Department emphasized its ongoing commitment to energy conservation and carbon reduction, fulfilling its corporate social responsibility with tangible results. Since 2005, the Taipei Water Department has been implementing a 20-year "Water Supply Network Improvement and Management Plan," successfully reducing the leakage rate from 26.99% in 2005 to 10.71% in 2023. This improvement translates to a daily reduction of approximately 570,000 metric tons of distributed water, equivalent to saving 60% of Feitsui Reservoir’s annual capacity. These efforts have significantly alleviated the impact of climate change on water supply shortages. Additionally, the Taipei Water Department has enhanced pumping station efficiency, reducing daily electricity consumption by approximately 178,000 kWh, thereby achieving remarkable energy-saving and carbon reduction results. In recent years, the Taipei Water Department has continued to advance its renewable energy initiatives and greenhouse gas inventory efforts, refining its carbon reduction strategies. It established the EMS Committee in 2007 and the ESG Committee in 2023, formulating sustainability policies in alignment with the United Nations Sustainable Development Goals (SDGs). These efforts have led to enhanced water resource efficiency, reduced energy consumption, and lower emissions. As a result, the Taipei Water Department reduced its greenhouse gas emissions from fuel and electricity consumption by 42,257 metric tons (a 46% reduction) in 2023 compared to 2005, an amount equivalent to the annual carbon absorption of 109 Daan Forest Parks. The Taipei Water Department has successfully achieved its 2030 carbon reduction target (40%) ahead of schedule, demonstrating remarkable environmental performance. In recognition of its long-term efforts, the Taipei Water Department was honored with the Most Inspiring Category under the International Water Association's (IWA) 2024 Climate Smart Utilities Recognition Program. This prestigious award acknowledges the Taipei Water Department’s excellence in climate adaptation, emission reduction and leadership in sustainable water management.

To align with the Taipei City Self-Government Ordinance for the Management of Net-Zero Emissions, which took effect on January 22, 2025, the Taipei Water Department has actively enhanced its greenhouse gas inventory processes under the guidance of the National Cheng Kung University (NCKU) Industry Sustainable Development Center. Between September and November 2024, the Taipei Water Department conducted a comprehensive greenhouse gas inventory assessment in accordance with the ISO 14064-1:2018 standard, covering Categories 1 through 6, successfully completing the greenhouse gas inventory for 2023. By leveraging a cloud-based computing platform for carbon emission calculations, the Taipei Water Department has streamlined data collection, significantly improving efficiency and accuracy compared to conventional inventory methods. This technological advancement enhances the Taipei Water Department’s understanding of its greenhouse gas emissions, providing critical baseline data for the implementation of future carbon reduction initiatives. Additionally, the Taipei Water Department has established a comprehensive greenhouse gas inventory management system, strengthening internal auditing procedures to ensure the accuracy, transparency and reliability of external verifications.

The Taipei Water Department stated that its mission is to provide high-quality, sufficient water supply services that ensure customer satisfaction while striving to make Taipei a livable city with sustainable water resources. In alignment with Taiwan’s national 2050 net-zero carbon strategy, the Taipei Water Department remains committed to achieving energy conservation and carbon reduction goals as part of its broader sustainability strategy. The recent GHG inventory verification process covered both the Taipei Water Department headquarters and its Engineering Agency, encompassing a workforce of over 1,000 employees. The headquarters verification included the Taipei Water Park, five regional service branches, five water purification plants, 112 booster stations and 21 administrative units, while the Engineering Agency verification extended to five public works offices and seven administrative units. Spanning over a month, the verification process was conducted by SGS, which mobilized external auditors to carry out a rigorous assessment to ensure compliance with strict verification standards. The Taipei Water Department successfully passed all verification requirements, reinforcing its commitment to accurate and transparent greenhouse gas reporting. The final audit results revealed that total emissions from Categories 1 to 6 amounted to 94,463 tCO₂e, with Category 1 and Category 2 emissions totaling 49,499 tCO₂e. Among these, direct greenhouse gas emissions under Category 1 accounted for 0.74%, while energy-related indirect emissions under Category 2 constituted 51.66%, and other indirect emissions from Categories 3 to 6 made up the remaining 47.60%. Looking ahead, the Taipei Water Department will continue to refine its carbon reduction initiatives. Its 2024 external GHG inventory assessment is scheduled for the second half of the year, ensuring ongoing progress toward sustainability and emissions reduction goals.

The Taipei Water Department further emphasized its commitment to developing carbon reduction mechanisms in engineering projects. To advance this goal, today's symposium featured Director Tseng Chung-min, Director of the Department of Technology, Public Construction Commission, Deputy Director-General Yu Wang-sheng of the National Land Management Agency, and Director Chang Chia-lun of the British Standards Institution, along with other domestic experts and scholars, who delivered keynote speeches and engaged in discussions on key sustainability topics. Looking ahead, the Taipei Water Department aims to incorporate expert insights and align with international standards such as ISO 14067 and PAS 2080 to establish a pipeline engineering carbon management framework. This initiative will enhance the Taipei Water Department’s capability to manage carbon emissions in public infrastructure projects, reinforcing efforts to promote energy conservation and carbon reduction. Through these measures, the Taipei Water Department seeks to collectively achieve greenhouse gas reduction goals in the field of water supply management, supporting businesses in their low-carbon transformation and laying a solid foundation for long-term sustainability.

Moving forward, the Taipei Water Department will continue to conduct annual greenhouse gas inventories and implement energy-saving and carbon reduction policies. By serving as a model for government and corporate collaboration, the department aims to encourage more enterprises to engage in carbon monitoring and emission reduction initiatives proactively. This year’s competition introduces innovative registration and judging rules. Registration is open immediately and will close on April 7. Breaking away from previous upload restrictions, this year’s format allows participants to submit their works as soon as they are created, giving them the chance to accumulate views early. The final view count will be recorded on April 10 at 11:59 PM, and the list of selected finalists will be announced on April 14. For the group category, the live finals will debut a unique judging panel system, bringing together 50 hip-hop enthusiasts, professionals, and experts as jury members. These selected judges will vote live on-site for the "Best Live Performance Award," giving more hip-hop fans the opportunity to engage in this major event. After filling in your personal information and logging in, select the desired itinerary, date, time slot and quantity. Then, fill in the names of the participants and invoice details. After confirming, click on "Check Out" to receive the "Reservation Completion Payment Notice." Please complete the payment within 2 days (including holidays) starting from the following day to secure your reservation. Upon completing your reservation successfully, you will receive an automatic "Reservation Completion Notification” from the system. Additionally, a "Confirmation of Tour Notification" will be sent to your email 10 days before the tour date, which includes the QR Code required for entry. In the event that the minimum participant requirement is not met, you will receive a "Tour Failure Notification" to initiate the refund process.

1. Please refrain from damaging the environment of the Museum of Drinking Water. To maintain the safety of the water environment, please do not bring fragile items or glass containers to fill water from the Artesian spring. Please also take your trash with you. Violators will be subject to penalties in accordance with the Water Supply Act and the Waste Disposal Act.

2. The paths along the Yangmingshan Artesian Springs and Taipei Water Park include stair climbing, which can become slippery during rainy conditions. It is therefore advisable to bring hiking poles for balance and to minimize slipping risks. Furthermore, please remember to carry a water bottle, rain gear and wear appropriate sportswear and sturdy, non-slip shoes. Elderly individuals, young children, and those with mobility limitations should evaluate carefully whether or not the tour is suitable for them.

[Yangmingshan Artesian Springs] Individual self-guided tour is only available for purchase on Friday and Sunday mornings (9:30 AM - 11:00 AM), with a maximum capacity of 40 people per session. The ticket price is NT$200 per person.

The above individual self-guided tour itineraries are only available for booking by individuals and will be issued a two-part invoice by the system. Please note that the maximum number of participants per order is 5 people. For single-session individual self-guided tour bookings, if the minimum group size is not met (minimum of 10 people for both Taipei Water Park - Guanyinshan Reservoir and Yangmingshan Artesian Springs), please make your reservation before the system closes pre-booking (10 days before departure). Single-session individual self-guided tours require sufficient bookings to form a group.

4. If you wish to cancel your reservation, please be aware that it may incur additional handling fees and breach of contract charges according to the terms of the agreement. To initiate a cancellation, please log in to the Taipei Good Water Exploration Tour reservation website and submit a refund request. The calculation principles for handling fees and breach of contract charges are as follows (the fees charged will not exceed the tour fee paid in the respective reservation):

● Handling Fee: A 5% handling fee shall be charged for cancellations made after registration.

● Breach of Contract Charges:

(1) Cancellations made within 21 to 30 days before the departure date shall incur a 10% compensation fee.

(2) Cancellations made within 11 to 20 days before the departure date shall incur a 20% compensation fee.

(3) Cancellations made within 4 to 10 days before the departure date shall incur a 30% compensation fee.

(4) Cancellations made within 1 to 3 days before the departure date shall incur a 70% compensation fee.

(5) Cancellations made on or after the departure date shall incur a 100% compensation fee.

5. Should you need to replace participants for the individual free tour, please make changes to the list of travelers yourself within the "My Itinerary" section of your personal account profile at least 5 days before the departure date.

6. In the event of the official announcement of the suspension of class and work by the Taipei City Government, the tour will be canceled accordingly.
