As a result, the Department has been able to expand support to areas such as Banxin, increasing daily water supply to Taiwater from 195,000 metric tons to nearly 900,000 metric tons during recent periods of tight supply. Stable water supply and high water quality remain key policy priorities. Over the years, the Taipei Water Department has actively adopted high-quality materials such as ductile iron pipes (DIP) and stainless steel pipes (SSP). Since 2006, more than 2,900 kilometers of pipelines have been replaced. The panels are mounted above the plant’s existing roof structure and have no contact whatsoever with the treated water. The roof is equipped with a gutter and drainage system that channels both rainwater and rinse water used by the contractor for cleaning the solar panels directly into the stormwater drainage system, ensuring that none of it enters the water treatment facilities. 　　The Changxing Plant’s purification facilities were originally open-air. Due to its proximity to the National Freeway No. 2 Link Road, the area was susceptible to dust accumulation. To enhance water quality stability and promote green sustainability, the Department initiated a roofing project to cover the purification pools with a single-slope roof structure surrounded by enclosing walls. The roof’s integrated drainage system prevents dust intrusion and ensures consistent water quality. After completion of the roofing project, the Department publicly tendered the rooftop space for leasing to private companies to install rooftop solar photovoltaic systems. The awarded contractor is responsible for the installation and maintenance of the system. The solar panels remain completely separate from the purification facilities. The roof’s gutter system collects rainwater and directs it to the site’s stormwater drainage system. Given the site’s location along the Xindian River and the elevated works near water, safety risks were high. To mitigate them, the project established upstream and downstream real-time communication channels to share hydrological data and ensure both construction and downstream safety. Additional improvements included the installation of energy-saving LED lighting and maintenance facilities to enhance worker safety. Completed on April 10, 2025, the project significantly enhanced the safety and water-tightness of the weir gates, thereby ensuring stable water supply and improving water resource efficiency. 　　The Qingtan Raw Water Supply Pipeline Relocation Turnkey Project addressed long-standing land survey discrepancies. Some pipeline segments, dating back to 1996, overlapped with private land due to cadastral survey errors. The relocation safeguarded both public and private interests while extending the service life of the raw water pipeline. Despite challenges such as limited construction space and ensuring watertight connections between new and old pipes, the project team worked closely with borough chiefs and local stakeholders to meet community needs. The project also partnered with National Taipei University of Technology to develop Taiwan’s first carbon accounting model for open-cut construction of large-diameter water pipelines, reducing emissions through onsite reuse of old pipeline materials. The project was completed on July 15, 2024, 55 days ahead of schedule, delivering environmental, public, and private benefits. 　　 The Taipei Water Department explained that the two award-winning projects have significantly enhanced the safety and stability of the overall water supply system in the Greater Taipei area. Factors such as frequent rental turnover and population movement in the Greater Taipei area, prevalent phishing scams, and user resistance to changing long-standing habits have created barriers to widespread adoption. Nevertheless, the Taipei Water Department has maintained the highest e-bill adoption rate among public utilities in Taiwan, with a current adoption rate of 27.1%, totaling 443,200 registered users. Over the past two years, the Taipei Water Department has expanded its e-billing and multi-channel payment services. In addition to its ongoing NT$10 discount per billing cycle for users who opt for both e-billing and e-payment, the Department launched SMS billing in March 2023, and consolidated billing for multiple accounts in November 2024. These efforts have steadily increased participation rates, with an average of over 49,000 new e-bill registrations per year during 2023–2024, compared to 33,000 during 2021–2022, representing an annual growth of more than 16,000 users, marking a 48% increase. Currently, the use of e-bills allows the Department to save approximately NT$14.87 million in postage costs and reduce paper usage by 4.2 million sheets annually. The Department is also advancing mobile payment options, with adoption rates rising from 5.87% in 2020 to 15.81% as of April 2025.
