Safeguarding Occupational Safety! Taipei Water Department and its Engineering Agency Achieve Dual ISO and TOSHMS Certifications!

To enhance occupational safety, mitigate risks, and create a healthy, high-quality work environment, the Taipei Water Department began implementing the ISO 45001 Occupational Safety and Health Management System in 2023. This year, the Taipei Water Department successfully obtained dual certifications for ISO 45001 and TOSHMS (Taiwan Occupational Safety and Health Management System). On the 13th, Director Johnny Shieh from SGS Taiwan Ltd. presented the certifications to Commissioner Huan-ying Fan of the Taipei Water Department and Chief Wei-cheng Chen of the Engineering Agency, Taipei Water Department, who led their respective teams in receiving this recognition.


The Taipei Water Department emphasized that ISO 45001, officially released in 2018, is the world's first occupational safety and health management standard issued by the International Organization for Standardization (ISO). Meanwhile, TOSHMS represents Taiwan’s own standard for occupational safety management. By adopting both systems, TWD can proactively manage risks and enhance international competitiveness by adhering to global standards while integrating TOSHMS requirements. This enables early establishment of comprehensive safety and health protocols to protect employees and related workers.


The Taipei Water Department serves over 6 million residents in the Greater Taipei area, making its work integral to daily life and the national economy. With sustainability as a core principle, the Taipei Water Department strives to create a safe, friendly, and healthy workplace. The certifications, covering both the Taipei Water Department and the Engineering Agency, involve over 1,000 employees. Verification encompassed 5 operational branches, 5 water treatment plants, 104 pumping stations, 140 distribution reservoirs, 234 monitoring points, and 21 administrative units for the Taipei Water Department headquarters, while the Engineering Agency included 5 public works offices and 7 administrative units. The rigorous month-long audit by SGS, deploying up to 50 auditors daily, concluded successfully with all certifications granted.


The Taipei Water Department highlighted that through the integration of international and local occupational safety and health systems standards, it aims to continuously foster a safe and healthy work environment, aspiring to be a premier water service provider. Special thanks were extended to SGS Taiwan for their comprehensive audit services and to all staff members involved for their dedication, enabling the Taipei Water Department to achieve both ISO 45001 and TOSHMS certifications in less than a year, an achievement regarded as a significant milestone and recognition.


Moving forward, the Taipei Water Department will adhere to the frameworks and principles of ISO 45001 and TOSHMS across all units, systematically managing occupational safety and health. This approach aims to reduce risks for employees and all stakeholders, sustain safety awareness, and reinforce risk identification. By building an inclusive and diverse workplace, the Taipei Water Department fulfills its corporate responsibility to employees, users, and society, striving toward a zero-accident goal.
