TWD Committed to Improving Pipeline Network and Enhancing Water Supply Resilience Targets Drop in Water Leakage Rate to 7% by 2034, Conserving Over Half the Water Capacity of Feitsui Reservoir
The Taipei Water Department (TWD) has been continuously working towards enhancing urban water supply resilience and creating a sustainable water supply city. Since 2006, the TWD has been committed to the “20-Year Water Supply Network Improvement and Management Plan”. As of today, over 2,600 kilometers of pipelines have been replaced, reducing the water leakage rate from 26.99% in 2005 to the current 10.71%. Following the completion of this plan, the next 10-year “Water Supply Network Improvement and Management Advancement Plan” will commence in 2025, aiming to further reduce the water leakage rate to below 7% by 2034. By then, compared to 2005, it is estimated that approximately 700,000 metric tons of water resources can be saved daily, equivalent to 70% of the capacity of the Feitsui Reservoir in one year! According to the TWD, in line with the North-South Water Transfer Policy of the Water Resources Agency, MOEA, continuous improvements to the water pipeline network of the greater Taipei metropolitan area and the reduction of water leakage rates will provide sufficient water resources to support the Banxin area. This will facilitate the sharing of water resources between the Greater Taipei area and relieve the pressure on the Shimen Reservoir. Furthermore, it will enable the Shimen Reservoir to be managed in a manner that supports water supply to the Taoyuan-Hsinchu region, enhancing the integration of water networks in western Taiwan and ensuring a dependable water supply for the high-tech industries located in the Hsinchu Science Park. The TWD emphasizes that addressing water leakage is an ongoing and continuous effort. To adapt to extreme weather conditions and environmental changes while enhancing the city's water supply resilience, the “20-Year Water Supply Network Improvement and Management Plan” is nearing completion. The TWD has already outlined the next phase of the “Water Supply Network Improvement and Management Advancement Plan”, including the investment of over NT$15 billion to improve water leakage rates, while also incorporating innovative thinking with smart technology and environmental sustainability to create an energy-efficient and smart water supply network. The TWD further added that the 10-year "Water Supply Network Improvement and Management Advancement Plan" is set to commence in 2025, and is expected to enhance the technical capabilities of the domestic water supply industry, create employment opportunities. With the completion of the plan by the end of 2034, the water leakage rate is expected to be below 7%, while also reducing carbon emissions and energy consumption substantially. By then, the intelligent water supply network will ensure stable water supply for daily use and enhance support for neighboring regions, paving the way for a future Taipei where sustainable water supply is the norm.
